Despite restarts and many other tests nothing resolved the issue until I deleted my installed Logic Pro X version. Clicking on the Download button did nothing other than to bounce the dialogue box up out of sight and down again. Prior to deleting my installed Logic Pro X I was being offered the upgrade (via the steps set out by Gacki) but when the upgrade button (no cloud symbol) was clicked the dialogue box which opened offered Cancel or Download. In addition to the steps set put by Gacki I found I had to delete my installed version of Logic Pro X to allow the cloud symbol at the stage of being offered an upgrade to the latest working version matching my OSx.
